Job description

Main Purpose of the job: The Project Accountant is a work stream technical lead for the transition from cash to accrual basis of accounting project with the ability to manage the successful implementation of International Public Sector Accounting Standards (IPSAS) and ensure realization of intended outcomes and benefits. The Project Accountant is responsible for the identification of issues and potential solutions in complex areas of accounting such as Property plant and Equipment and will provide operational management of the related transition implementation process. He/She is responsible for managing all technical activities of the work stream including guiding and reviewing the work of team members and facilitating all project consultants and consultants and contractors to ensure that contracts and agreements are executed accordingly.In addition, the Project Accountant will work closely with stake holders across government and government entities in accordance with the project communication plan on matters related to the transition from cash accrual basis of accounting.

Description of responsibilities

  • Planning,Directing,coordinating and leading work stream activities of the transition from cash to accrual accounting project to ensure that objectives and all elements of transition road-map are accomplished within the prescribed time frame and funding parameters within the contract term
  • Monitoring and tracking word stream performance against agreed plans and taking corrective action required to meet defined objectives
  • Interpreting reporting requirements covered by IPSAS and their application of Botswana Government circumstances
  • Facilitating in-house training on IPSAS application
  • Reviewing financial information resulting from policy procedure implementations for compliance
  • Identifying systems and procedure implementations, solutions and changes arising from required policy positions
  • Planning and reviewing work stream reports
  • Building in the capacity of project team members by guiding and supervising their activities under each work stream
  • Identifying and solving potential problems to enhance project efficiency and effectiveness
  • Determining the communication needs or different stakeholders and ways to address them
  • Risk identification, assessments and analysis for purposes of establishing mitigation measures
  • Reviewing, refining and improving the cart of accounts and budget classification in accordance IPSAS and Government Finance Statistics Manual (GFSM) 2014 requirements
  • Working closely with other teams and advisers providing assistance under the public Finance Management Reform Programme(PFMRP) to ensure that the project activities are fully consistent with, and link to overall PFMRP
  • Attending to all project assignments as directed by the project specialist

Requirements

Experience

  • At least 10years relevant experience in public or private sector accounting or auditing roles
  • Knowledge, practical application and implementation of International Public Sector Acccounting standards
  • Specific experience of engaging with complex areas of accounting and identifying solutions to implementation challenges
  • Knowledge of financial Management Information Systems and their architecture
  • Previous experience of delivering change/transformation projects are successful
  • Coordinating and managing work stream
